Parse/expand request parameters and create a fully qualified request uri.
getIamPolicy()  : Google_Service_ServiceManagement_Policy
Gets the access control policy for a resource. Returns an empty policy if the resource exists and does not have a policy set. (consumers.getIamPolicy)
setIamPolicy()  : Google_Service_ServiceManagement_Policy
Sets the access control policy on the specified resource. Replaces any existing policy. Can return `NOT_FOUND`, `INVALID_ARGUMENT`, and `PERMISSION_DENIED` errors. (consumers.setIamPolicy)
testIamPermissions()  : Google_Service_ServiceManagement_TestIamPermissionsResponse
Returns permissions that a caller has on the specified resource. If the resource does not exist, this will return an empty set of permissions, not a `NOT_FOUND` error. Note: This operation is designed to be used for building permission-aware UIs and command-line tools, not for authorization checking.
